Open a picture in PHOTOSHOP. Size it to 640x480 or 480x640. FILTER > BLUR (whatever). This one is Radial Blur + mess with variables. then WEB: go to (news) sites and do partial-screenshots-to-clipboard (MAC: ctl-cmd-shft-4). Paste each into the PHOTOSHOP file. FILE > SAVE FOR WEB. Then upload to (this) blog and (we) have a (general) journal of the times.
